Birth control should be mandatory for anyone under 18 and abortion due to irresponsible behavior as in not using birth control should be allowed but with penalty that gets more severe for repeat offenders. Drug addicted adult men and women should have mandatory birth control (implant)until drug tested clean for at least 2 years. Men who fail to use birth control share same responsibility and penalty for their contribution toward unwanted pregnancy. Late term abortions absolutely illegal and carries a minimum 18 year prison sentence. No penalty for victims of rape, incest, or medical issues including known birth defects in the fetus.

It is already hard enough to prove someone is raped. That would infringe on someone's privacy to have to make them prove that they were raped, or that the pregnancy is a result of incest. Just let woman have an safe abortion instead of them having to sneak around.
