If by Roman concrete you mean the stuff that has lasted, not all of the stuff that has been destroyed that we can't see anymore, then it isn't always the best option to use that type of concrete in every project. Engineers sometimes design things so they don't last forever, it isn't always the best and most cost effictive method for the specific project.
