Yes, although I prefer thinking of children as having a right to a loving family, rather than any adult having a right to adopt a child in the strict sense. While I believe that having both a mother and father is ideal for children, this is not the reality for many, and gay couples are often more likely to adopt those who would otherwise have a high probability of aging out of the system (especially those with disabilities, like AIDS, or who identify as LGBT themselves). Private agencies should have conscience protections to serve their communities, but should be upfront about and consistent with their policies.
