I believe they should have fact checkers, and block all political advertisements that do not contain fully truthful statements.

Advertising is important to the advertiser. The advertiser wouldn’t be unbiased as it wouldn’t be advertising what they are being payed to advertise.

Yes, but only of slander, and they should not customize the ads to the person's current beliefs. It should be randonized to prevent further political polarization by only being exposed to others who agree with your view of the world.
