Yes, but all of the following have to apply: if they are known to escape, are repeated offenders, are a leader of a drug cartel, are a high ranking member of a drug cartel, have proof someone died from the drugs they trafficked, and poses a threat the safety of everyone inside the prison they are being imprisoned in; but otherwise, they should be locked up in heavily fortified and secured detention centers that have surveillance and guard patrols 24/7 at the said detention center.
