There's a reason many nations don't use cluster bombs. It would be even more irresponsible to detonate them on you own soil with the people you're supposedly trying to protect.

You haven't answered the question. Why's it ok for russians to do it on Ukrainian soil but not OK for ukranians, because I see alot of criticism towards Ukraine but crickets towards russia...
