Yes, Until the living conditions in the shelters are improved; they are horrendous (I lived part of my childhood in one) and could be considered something similar to communes, honestly (y'know, the thing the Hippies got in trouble for doing, except they had better living conditions). There is terrible abuse that can happen in those shelters, and they can be insanely unsanitary.
