Why would it do it now when the last time it was done was in WWII. All the wars since then were "Special Military Operations" including Korea, Vietnam, Iraq, Afghanistan, etc, etc

I assume they don't go through Congress bc they know the public would demand we Not sacrifice USA soldiers unless there's a direct threat to US.
