Moussa Abu Marzouk told the BBC that "women, children and civilians were exempt" from Hamas's attacks.
His claims are in stark contrast to the wealth of video evidence of Hamas men shooting unarmed adults and children.
Israel says more than 1,400 people were killed by Hamas in the 7 October attacks, most of them civilians.
Mr Marzouk, the group's deputy political leader, who is subject to an asset freeze in the UK under counter-terrorism regulations, was interviewed on Saturday in the Gulf. He is the most senior member to speak to the BBC since the 7 October atrocities.
The BBC pressed Mr Marzouk on the war on Gaza, specifically on the scores of hostages being held inside the territory.

It's sad that the whole HAMAS thing is happening. Why do you need to kill innocent people to get your land back? If you want it back so bad, just fight the military and leave the people alone, especially children and unarmed civilians.

This war is a lose-lose situation. If there's a ceasefire, Hamas will kill thousands of innocent civilians. If there's not a ceasefire, Israel will continue to kill thousands innocent civilians
I believe that the best way to handle this war is to eradicate Hamas with the least amount of deaths. But, as we all know, that's not going to happen

Exactly. If you listen to both sides too much you might start thinking absolutely nothing bad has happened in Gaza or Israel over the past month.
Hamas are attempting to take back their land which we took from them but they could do it less violently

Why doesn't Hamas share clean water, food, tunnel space, and fuel with the Palestinians? If you declare war on your neighbors, you might want to protect the people on the surface.
