How much power should a government have to limit individual actions for the sake of societal well-being?

I believe that in general the government should have limited power as stated in the social contract. I do also thing though that in certain times of crisis the government may exert more power in order to keep the country safe.

The limitation should be very little, you cant infringe on other people’s God given rights. The government shouldn’t be able to legislate every little thing.
