Defend the Guard legislation at the state level ensures that our National Guard troops aren't abused by sending them to never-ending undeclared foreign wars.

That's even easier to implement than creating new State Guard organizations.

Defend the Guard, which looks good, doesn’t really solve this potential scenario: Governor deploys National Guard to protect state borders, President commandeers that state’s National Guard to stand down.

Not exactly how it works. The President can request federalization of the NG unit which the governor can decline. HOWEVER the president can then direct the NGB to reduce funding/equipment allocation for the National Guard in that state.
