What type of societal problems do you think a merit-based leadership system would be best at solving?

Effectiveness and fighting corruption, because any past flaws a candidate would have would hurt their ability to get into office.

I think when looking at the idea of a society is only as good as the least among them, this would bring a focus to the lower classes and bring them up, which would arguably bring us all up.
