According to Barak Ravid, after Hamas informed Israel that it did not have 40 humanitarian hostages to release, Israel asked to make up the quota with men and soldiers.

In return, the Netanyahu government has agreed to make more concessions, such as offering more Palestinian prisoners and removing more barriers on the return of refugees in the south to northern Gaza. The move reflects increasing desperation to get a deal done.

We knew this would happen. We knew this is why they refused to give proof of life, & stalled through Ramadan. This is sick, sick **** —& all while Hamas sits comfortably, fed, clothed, safe in Qatar & elsewhere.

I wonder what the situation was when the ICJ said to “release the hostages immediately and unconditionally”!

Then the only hostages left are soldiers. The question is 100 soldiers to protect the lives of thousands for the next 20 years.

They just want to keep some. It's not worth it, they're not dealing even in bad faith. Time to end the negotiations. There are plenty of Hamas targets in the Strip, even excluding Rafah.
