I think that this should be illegal but sometimes there is no more room in shelters , and it can be understandable that some homeless people prefer sleeping in public properties but i think that if they are doing anything obscene or they are under the influence , I think they can be vanish from this "privilege" of sleeping outside without getting in trouble and should spend some time in jail for them not to do this anymore and only be allowed to sleep in shelters.
