Boring work that alienates certain narrow constituencies, perhaps reduces donations to their campaign funds, and stirs up controversy. The media whips up a false damaging narrative.
Difficult choices would have to made, just like it is in the private sector and in most families.
The effort requires courage and dedication, not starting with the political class most likely, but with voters.
By way of example, consider the ethanol mandate, its costs and its benefits. Logic dictated quite sometime ago that it should have been terminated but now, the agricultural community seems to think it essential.

No, we need none of them to keep lead out of our water when States could just as easily fulfil identical functions. By the NRA I mean the Nuclear Regulatory Agency.

For things such as nuclear regulation or water cleanliness, uniformity is a necessity, which is something state governments lack. For more varied approaches, that’s a state’s job, but for uninformity like this, that’s where the federal government comes in.
