I think this move is actually going to be horrible for Biden's reputation. Conservatives and independents already have their minds made up – he's a spineless moron. But liberal faction that supports world peace, which is a significant number of them, is going to stop supporting Biden for this. Biden is ripping his voter base to shreds by engaging in this warmongering and atrocious behaviour, and it will only hurt him come election day.

We can't just expect the federal government to follow the Constitution on its own, the States need to re-assert their sovereignty and constitutional rights by NULLIFYING these stupid measures and refusing to send money for their operation, as Virginia and Kentucky did in 1798, New England States did in 1815, South Carolina did in 1832, and Wisconsin did in the 1850s. Go to the Tenth Amendment Center website to learn more about this wonderful constitutional defence states have against federal tyranny – and together we can push for the legislatures of our states to use this powerful shield against encroachment to the fullest of their abilities, and force Biden to respect the Constitution. Keyword – Nullification.

The executive branch via the commander in chief has had the war powers act since Nixon. It allows for armed conflict without congressional approval for a limited time. This was extended further after 9/11.

It's not war by any definition. Iraq Syria Lebanon are free targets essentially. Many countries bomb terror targets in these countries regularly.
